Noureen Rahman

Segal
Noureen is a Senior Consultant, Compliance – Health, in Segal’s New York office with nearly 10 years of experience in healthcare law and employee benefits law. In her role, Noureen collaborates on client relationship management, technical writing/research and training on new legislative developments. Her expertise spans all aspects of health compliance, including plan document/SPD drafting, plan amendments, plan communications and advising clients on federal laws and regulations, such as ERISA, the Patient Protection and Affordable Care Act (ACA) and HIPAA. She specializes in HIPAA, COBRA, the Mental Health Parity and Addiction Equity Act (MHPAEA), the No Surprises Act, the Transparency Rule and ACA. She has broad experience consulting to Taft-Hartley multiemployer welfare plans.
Prior to joining Segal, Noureen was an intern at the New York State Attorney General’s office in its healthcare bureau, specializing in issues related to ACA and HIPAA.
Noureen received her JD from New York Law School and a MA in Public Policy and BA in Africana Studies and Political Science from Stony Brook University.

Mr. Davis is the CEO of Green Light and is a respected expert in healthcare cost management. He began his career in 2000 as a Claims Negotiator, advocating for fair pricing on behalf of health plans and their members. A long-time champion of data-driven approaches, Davis has pioneered technologies and methodologies that empower health plan stakeholders to better understand their healthcare spend and optimize cost-saving strategies over time.
For more than two decades, Davis has held executive leadership roles, founding and leading companies focused on delivering technology and cost management services. In 2012, his passion for innovation and client value creation led him to establish Green Light, with the mission “to help health plan dollars go as far as possible.” Davis is also a U.S. patent holder, having been granted a patent by the U.S. Patent and Trademark Office for his Healthcare Cost Management Marketplace innovation.
Prior to founding Green Light, Davis served as Co-Founder and Executive Vice President of EPlan, and as Vice President of Claims at PMCS. He continues to advise health plans and benefit consultants on cost management strategies.
